Rick May, Psy.D.

Dr. Rick May received his doctoral psychology degree from the University of Northern Colorado. He is a licensed psychologist, a full operating level treatment provider and evaluator with the Colorado Sex Offender Management Board (SOMB). Dr. May held a Certified Addictions Counselor (CAC-III) license for several years.


Dr. May has been providing treatment, conducting evaluations, and engaging in training and supervision for over 30 years. Dr. May worked for the Denver Police Department’s Psychological Services for his pre-doctoral internship. He has testified as an expert witness in State and Federal court cases and provided training to judges, District Attorney’s staff and Defense Bar members. He is a national trainer and consultant for the Abel Assessment of Sexual Interest and has conducted numerous trainings with Dr. Gene Abel. Dr. May has also consulted with staff members of human service departments. For many years, Treatment and Evaluation Services was an American Psychological Association internship training site. TES also provided training for graduate students from various universities.


Dr. May is currently a member of the Sex Offender Management Board. His board appointment runs from 2014 until 2022. While on the SOMB, he has worked on numerous committees and projects, including developing a protocol for assessing individuals who have been convicted of a sexual offense in the past and are currently charged with a new, non-sexual offense. He chaired a committee to provide guidance to evaluators who are conducting assessments on individuals engaging in sex trafficking and being charged with a sexual offense. Dr. May also developed a treatment program for individuals convicted of a sexual offense who are appealing their conviction. Dr. May worked with the SOMB to receive approval to allow these individuals on appeal to receive treatment rather than being incarcerated while awaiting the results of their appeal.



Kelsie Smith, M.A.

Kelsie Smith, M.A. has a Master’s degree in Forensic Psychology from the University of Denver and a Bachelor’s degree in Psychology from California State University, Chico. She is a registered psychotherapist with the State of Colorado. Ms. Smith is also listed with the Sex Offender Management Board as an Associate Level Treatment Provider and Evaluator for adults and juveniles. Ms. Smith’s education and training has focused on developmental and biological psychology. Her professional interest is in working with juveniles with problematic sexual boundary crossing or who are involved in the criminal justice system.


She obtained additional training with The Colorado Traumatic Brain Injury Education and Skill-Building Youth Group (editor), Colorado Coalition for the Homeless, and 18th Judicial District Problem Solving Court. Ms. Smith has experience working with adults and juveniles who are involved with the criminal justice system including combined mental health and substance use issues, and delinquency. Ms Smith did a year of graduate training at TES and has continued working with Dr. May as a full time clinician.


As a clinician at TES, Ms. Smith conducts sex offender groups, treats individuals, instructs informed supervision training. Ms. Smith facilitates boundary treatment and engages with Dr. May in conducting evaluations.
